Hannah Cheadle: Property Manager (6729 El Cajon Boulevard)

Daniel has been serving on the board for 2 years. He brings real estate market knowledge and property owner insight to the board. Daniel grew up in the neighborhood and has owned commercial property in the College Area for over 10 years. Serving as a board member, Daniel brings a unique understanding of small businesses and commercial property owners’ issues. He wants to be a catalyst that brings local businesses and commercial property owners together to improve the area to its full potential. Serving on the board offers Daniel the opportunity to use his skills to the District’s benefit.

Hannah Cheadle has been serving on the board since December 2024. As a Commercial Sales & Leasing broker at Pacific Coast Commercial, she brings valuable expertise in real estate, property management, and business development. With over 15 years of experience in digital marketing and technology consulting, she has helped businesses implement strategies to drive growth. Hannah is passionate about economic development and the diversity of businesses in the College Area. She sees serving on the board as an opportunity to promote business growth and strengthen local economic opportunities

 Mykel has been in the College Area as a business owner for 10 years and has served on the board for 2 years. He enjoys the opportunity to communicate and work alongside other entrepreneurs. Mykel’s favorite thing about doing business in the College Area is the customers! He believes that the diversity of the people living in the area provides a great challenge while also providing endless possibilities on products and services to offer. Mykel’s unique skills and experiences offers valuable perspectives on the board.

 Lougene has been the Branch Manager of SDCCU’s College Area branch for the past year and is eager to strengthen business connections within the district. She is passionate about financial education and plans to use her role on the board to provide resources that help businesses grow and succeed.

Lougene believes the district can better support business and property owners by hosting more events, spotlighting local businesses, and creating incentives for students and residents to shop locally. Through her board service, she aims to foster collaboration, create networking opportunities, and support a thriving business community.

Jason Kasid is the owner of Rise Southern Biscuits & Righteous Chicken and has been part of the College Area business community for the past year. As a business owner, he brings a fresh perspective and new ideas to help guide the district’s growth and success.
Jason is passionate about creative local marketing and finding ways for businesses to collaborate and support each other. He looks forward to using his role on the board to strengthen connections among local businesses and contribute to a thriving business district. 

Stephen King: Dirty Birds (6499 El Cajon Boulevard)

Jason Kasid: Rise Southern Biscuit & Righteous Chicken (6364 El Cajon Boulevard)

Stephen has been in the hospitality industry for over 15 years and has been with Dirty Birds for many of those years. As the General Manager of Dirty Birds College Area, he enjoys meeting new people every day and appreciates the district’s diverse clientele. Stephen has served on the board for the past two years and has been an active member of the Marketing Committee. He is committed to making the College Area a true destination, knowing that increased traffic will help local businesses thrive. Through his role on the board, he looks forward to continuing efforts that support and promote the success of all businesses in the district.

Tony has been part of the Board of Directors for over 12 years and has been the organization’s Treasurer. Tony believes that his 30+ years of business experience, along with a CPA background offers a unique value and perspective to the Board. His favorite part of doing business in the College Area are the people. Both Tony and his wife are SDSU Alum that love the area so much so they have 3 businesses within 1 mile of the University.

Amir’s family business has been in the College Area since 1997, and he has seen firsthand the positive impact the College Area Business District has had on local businesses. He has served on the board since 2015 and is currently the Vice-President. With a strong background in business strategy, operations, and economic development, Amir brings valuable skills to support sustainable growth and foster economic stability in the district. He is dedicated to enhancing community collaboration and believes the district can better serve business and property owners by focusing on strategic growth and streamlined resources.

Eligibility & Requirements

Applicant & Voter Eligibility

  • Businesses with a current City of San Diego Business Tax Certificate and within the boundaries of the College Area Business Improvement District


  • Commercial properties in the College Heights Maintenance Assessment District (El Cajon Boulevard between 54th Street and 73rd Street) and are current with their assessments. 


Only businesses and commercial property owners within the College Area Business District or College Heights Maintenance Assessment District boundaries are eligible to participate as an applicant or voter.

Board Member Requirements

  • Attend the Board Orientation: New Board Members are required to attend a brief Board Orientation held by staff and hosted in the office (4704 College Avenue, San Diego CA 92115). This orientation will help new board members better understand the organization’s work and the mission and values upon which we base all of our work.


  • Board Meeting Attendance: All Board Members are required to attend in-person monthly. Board Meetings held on the 3rd Wednesday of the month from 9:00am – 10:00am in the office (4704 College Avenue, San Diego CA 92115).


  • Attend Annual Diversity, Equity & Inclusion (DEI) and Anti-Harassment Trainings: Both annual Diversity, Equity & Inclusion (DEI) and Anti-Harassment Trainings are required for each Board Member. Trainings are coordinated and scheduled by staff with the availability of the Board. If you receive these trainings from work or other activities, verification of that training can count as your required annual training.


  • Annual Review and acceptance of the Board Policies & Procedures Manual: Board Members are required to review the organization’s policies and procedures and sign a form stating they have reviewed, understand and accept these policies. Signed acceptance forms will be filed in the office


  • Committee Participation: Board Members are required to serve on at least one committee. There is no limit to involvement in the number of committees. Each committee meets once a month for 1 hour via Zoom and may have additional, voluntary activities outside of the meetings.

  •  Event Attendance: Board Members are encouraged to attend all College Area Business District Events. Board Members are also encouraged to participate in planning, set-up, execution, or tear-down of the events.


  • Financial Sponsorship: Board Members are encouraged to participate in fund raising opportunities for the organization.


  • Executive Committee Assignments: Elections for Executive Committee posts (President, Vice President, Secretary and Treasurer) are held every May. These posts are for a 1-year term with no limit to consecutive terms.
